The administration of President Donald Trump has issued a new warning limiting work permits for international students, prompting some universities to pause applications for these permits.

A letter dated August 24 stated that the Student and Exchange Visitor Program (SEVP) has observed an increase in Curricular Practical Training (CPT) permits that violate program rules. The letter warned universities that they could lose the ability to enroll international students if they fail to comply.

The University of California, Los Angeles, and the University of California, Berkeley have suspended some work permit applications, saying they are reviewing the new guidelines. Berkeley’s international student office indicated it is unlikely some applications will be processed soon.

The Department of Homeland Security said the rules have not changed. However, universities and employers must understand that the Trump administration will not tolerate “abusive practices” in the system.

This warning comes as the Trump administration investigates several universities, including those linked to protests supporting Palestine. Concerns have grown over freedom of speech and academic freedom.
