Somalia’s Office of the Accountant General has informed the Ministry of Finance, the Civil Service Agency, and the National Identification and Registration Agency (NIRA) of plans to integrate the government payroll system with NIRA’s national identification system.

A letter dated August 29, 2026, states that pilot testing of the new system will begin on October 1, 2026. The integration will then gradually expand to other government agencies, with full implementation expected by December 31, 2027.

The Accountant General’s Office said linking the two systems is essential for verifying employee data, ensuring accurate salary payments, and combating ghost workers and payroll errors.

The letter also clarified that employees not registered with NIRA or whose data cannot be properly verified will be excluded from the payroll system once the new system is officially in place.
