Office of the Auditor General Announces Plan to Link Payroll System with NIRA
The Office of the Auditor General of Somalia has informed the Ministry of Finance, the Civil Service Agency, and the National Identification and Registration Authority (NIRA) of plans to connect the government payroll system with the national identification system.
A letter dated August 29, 2026, stated that the new system will begin implementation on October 1, 2026, starting with a pilot phase. The system will then be gradually expanded to other government agencies, with full implementation expected by December 31, 2027.
The Auditor General’s Office said linking the two systems is essential to verify employee data, ensure accurate salary payments, and combat ghost workers and payroll errors.
The letter also clarified that employees not registered with NIRA or whose information cannot be verified will be excluded from the payroll system once the new system is fully operational.
